Regular Board Meeting held June 23, 2002 at Carmen Bohol

Bohol Cattle Raisers Association of the Philippines Inc. Directors meeting held at Lilia Balite Farm, Carmen, Bohol on June 23, 2022

Attendance:

Avelino Puracan, Lita Mangaron, Eva Autentico, Fil Gementiza, Teofisto Cabagnot, Boy Tumanda, Paulinito Malaran, Antonio N. Balonga, Ammon Tirol, Johny Samson, Nilo Echavez (Balite Farm Manager 0950475478), Chris Torrefranca, Cesar Crisologo, Bon Christian Maurillo, Dionesio Balite, Romeo Cabading, Edgar Luardo, Maning Tabaranza, applicant as new member Jason J. Redillas (Sta Cruz Dagohoy Bohol 09297221790)

Meeting started at 10AM with an opening prayer led by Director Chris Torrefranca

Agenda restated by President Puracan:
  1. Update of 1.5M DA aid from Director Samson
  2. Update on DA-AMAD from Director Samson
  3. Update on BCRAP 5-year dev plan
  4. Need for Board resolution to secure BIR certificate to facilitate DA assistance
  5. Other matters to include membership updating, and the Cambugsay Ubay project

Summary of Cash Collections and Disbursement covering 2021-Oct-21 to 2022-Jun-23 was presented by Treasurer Mangaron



The resolution authorizing the association treasurer to process our registration with the BIR to facilitate DA assistance was moved by Director Gementiza and seconded by Director Torrefranca.

Director Balite asked for clarification from Treasurer Mangaron as to how much is the annual membership due. Treasurer replied it is 500 pesos. Director Balite requested Treasurer to send collection notice to all members for members' update and collection

The treasurer's report was moved for approval by Director Tirol seconded by Director Gementiza. Motion carried without objections.


Agenda #1: Update on 1.5M DA assistance by Director Samson

From DA Director Paul Amper, it was known that the voucher is ready for release but there are other requirements for submission before July. DA suggested that the funds be deposited to LGU with no existing obligation or with the Landbank. The list of other requirements was sent by Director Samson to the BCRAP Secretary.

Agenda #2: Update on DA-AMAD by Director Samson

Documentary requirements not yet given to DA in-charge Renante Hilbero are the SEC authenticated documents.

Moved by Director Gementiza to authorize the release of the amount needed for the SEC authenticated documents. The motion was seconded by Director Torrefranca. Motion carried without objections.


Agenda #3: Update on DA-NDA by Director Samson

Documentary requirements not yet sent to DA in-charge Dolly Cabrera are the SEC authenticated documents and the various individual dispersal recipients' compliance documents. It was suggested that we sent certified true copies of the SEC required documents pending the submission of the authenticated copies. A deadline for the submission of all DA compliance documents was set for July 15, 2022.

Agenda #4: Update on BCRAP 5-year dev plan

President Puracan proposed to table this agenda for the next BCRAP meeting on July

Agenda #5: Other matters

President Puracan proposed to include in the next agenda the qualifications for BCRAP members to include:
  1. Cattle raiser ready to receive dispersal with farm facilities and more than adequate forage
  2. Barangay captain endorsement
  3. Committed to undertaking ancillary cattle raising needs such as pens for dairy (if engaging in dairy production), silage facilities, access to water, power, and transport.
  4. Committed to supporting the BCRAP vision, mission, and goals.
President Puracan requested the Secretary and Treasurer to prepare membership due billing notice to members together with the notice of general membership meeting to be scheduled on July 7, 2022. The agenda will also include:
  1. Policy on members qualification to include removal for non-payment of dues.
  2. Guidelines on the implementation of the DA assistances.
  3. Presentation of the BCRAP Constitution and By-laws for amendment on primary purpose to include "dairy production" and on membership qualifications.

Moved by Director Cabagnot that the 1.5M DA aid be used for the cattle fattening program and the aid from DA-AMAD for meat trading. Director Malaran seconded the motion. Motion carried without objections.

Moved by Director Balite to invite Governor Aumentado as the Guest Speaker and DA Director Joel Elumba as Resource Speaker in the July meeting. Director Malaran seconded the motion. Motion carried without objections.

The next BCRAP meeting will be on July 7, 2022 to be held at BIT-IC Tagbilaran Campus Audio-Visual Hall. Members of the Board will contribute 500 pesos per head. Director Balite pledged lechon baboy for the said gathering.

President Puracan requested the Secretary to send out the invitation letters and notice to members by June 27, 2022.

The adjournment was moved by Director Cabagnot and seconded unanimously. The motion was carried out at noon.
